Subtlety Rogue Stat Priority
Agility > 5% Hit > Resilience (3000) > Critical Strike > Mastery > Haste
Prioritize as much Agility as you can. The more agility you have, the more Attack Power you will have, buffing all your abilities. After focusing on Agility, make sure to have at least 5% Hit Cap first before focusing on your secondary stats. This makes sure that none of your abilities miss while attacking your opponent.
Then, focus on receiving at least 3000 Resilience, allowing you to be extra tanky. In combination with Recuperate, Combat Readiness, and other defensive spells, having this amount will make you less of a target when in PvP content.
After making sure you reach Hit Cap and Resilience, focus on getting the most amount of Critical Strike, followed by Mastery. Critical Strike is essential during your Shadow Dance burst windows. Having Critical Strike is important since it synergizes with the talent Improved Ambush, almost guaranteeing a Crit from every Ambush you use.
There is no specific breakpoint for secondary stats, but make sure to stack this secondary as high as possible after prioritizing all stats beforehand. It is also important to get at least 20 Expertise. Since Expertise will be difficult to retrieve during Cataclysm Season 9 for Rogues, try putting as much Expertise into your character throughout the expansion.
For additional secondary stats, you have some variance in what you decide to choose, but is preferrable to choose Mastery over Haste from the additional damage that you will be dealing with your major finishers, Eviscerate, but is weaker than Critical Strike due to the a majority of your damage coming from Ambush during your Shadow Dance windows.
If you choose to pick Haste, this will increase your energy regeneration as well as Attack Speed, but is weaker than Mastery due to not providing damage modifiers on your finishers. Since players have small health pools in Cataclysm Season 9, it’s important to maximize Rogue burst.
If you plan on reforging your stats for optimization, make sure to reforge any secondary stats, prioritizing Mastery or Haste, available to Hit if you have not reached the 5-7% Hit Cap. If you are above the Hit Cap, convert any additional Hit into Critical Strike.
