Restoration Shaman Stat Priority
Intellect > Spell Penetration (195) > Spirit (1500) > Resilience (3000-3500) > 4% Hit Rating > Mastery > Critical Strike > Haste
Prioritize Intellect as much as possible, while also reaching for a few breakpoints along the way. Focus on getting Spell Penetration first, which will be achieved by purchasing the PvP cloak listed above for your character. Next, you will want to gain at least 1500 Spirit for mana regeneration. Due to Cataclysm having long, drawn out arena matches, this will grant your arena team more sustainability and survivalibility.
After reaching the minimum requirements listed above, focus on achieving at least 3000 Resilience for your character. If you can achieve higher amounts of Resilience, try to reach 3500. This is important due to Restoration Shamans being vulnerable kill targets, making your character less susceptible to dying during sustained damage or coordinated swaps made by your opponents. Focus on selecting gear that includes Hit Rating, and continue adding this stat to your character until reaching 4% before focusing on your secondary stats.
After making sure you reach the requirements for Spell Penetration, Spirit, and Resilience, focus on getting the most amount of Mastery, followed by Critical Strike and Haste. Mastery provides additional healing when your target is lower HP, making it important to focus on getting the most Mastery for your character. Restoration Shaman has a talent that modifies your healing spells with Nature’s Blessing, which can help boost your survivalibility for yourself and your allies.
When reforging, you can convert some stats for more Spirit to obtain more mana regeneration, or for more Mastery for stronger healing output. Most of the time, you will stick to your current stats without needing to reforge much.
