Shadow Priest Stat Priority
Intellect > 4% Hit Rating > Spell Penetration (195) > Resilience (3000-3500) > Haste > Critical Strike > Mastery
Prioritize Intellect as much as possible first before considering any stat prioritizations. Then, make sure to focus on receiving 4% Hit Rating on your character, which is the soft cap for PvP. This will make sure that your spells will guarantee land on your target. A majority of you Hit is gained through Spirit, so this does not require going out of your way to achieve this specific amount. Followed by your Hit Cap requirement, your epic PvP cloak will provide the amount of Spell Penetration needed for your character.
After making sure you have enough Hit Rating and Spell Penetration, aim for at least 3000 Resilience, followed by Haste, Critical Strike, and Mastery respectively. 3000 Resilience at minimum is enough for you to enter PvP and have a 30% damage reduction against all players within PvP combat.
For your secondary stats, prioritize as much Haste as you can get on your character. There is no particular breakpoint associated with Haste, but should be prioritized over any additional secondary stat. This will make your casts quicker as well as your DoTs tick more frequently.
Make sure to reforge all of your secondary stats to Haste. This is due to Haste being your most valuable stat and is way more impactful to have as opposed to the other secondary stats for Shadow Priest.
